What is PICA?

Parents In Community Action, Inc. (PICA) is a private, non-profit agency designated by the federal government to operate Head Start and Early Head Start programs in Hennepin County, Minnesota. The agency was founded in 1969 by Head Start parents.

Today PICA serves nearly 2,500 children and families and offers a variety of programs and services for children and families in addition to Head Start and Early Head Start. More...


PICA was recently awarded Expansion funding under the American Recovery and Reinvestment Act of 2009 (ARRA) to expand its Head Start program by 90 children and its Early Head Start program by 128, including 16 pregnant women. This funding will allow some of the over 1,000 children and families on our waiting list to benefit from PICA’s services, including homeless children in PICA’s Project Secure program. Here, Project Secure children show off hand-knitted mittens and hats created for them by the Creekside Needle Workers.

PICA parents participate in Operation Frontline with Chef Patrick. Operation Frontline is a hands-on, cooking based nutrition education program that teaches families how to prepare healthy and tasty meals on a limited budget.
